Building and Inspector Division


This division of the City has the primary responsibility to review plans and construction documents for all residential and commercial construction. The plan review process may involved other Departments such as Planning, Engineering, Fire Marshal and Public Works.

The plan review is performed to ensure compliance with the various codes and ordinances adopted by the City including, but not limited to 2018 International Building Code, 2018 International Residential Code, 2018 International Plumbing Code, 2018 International Fuel Gas Code, 2018 International Fire Code, 2018 International Energy Conservation Code, 2018 International Mechanical Code, 2018 International Property Maintenance Code, 2018 International Existing Building Code, 2018 International Code Council Electrical Code, 2017 National Electrical Code, 2016 Texas Food Establishment Rules, City Subdivision, Zoning, Landscaping, Parking and Sign Ordinances.

A minimum of five sets of commercial plans with ComCheck or two sets of residential plans with ResCheck and Windstorm plans must be submitted for expedient reviews. Any commercial project exceeding $50,000 will also require submittal of the approval from the Texas Department of Licensing and Regulation (TDLR). A commercial project of any size will also require an asbestos survey (per State Law).

All contractors and subcontractors applying for a building permit must be registered with the City of Mercedes. Annual registration renewal is required for continuing work. A first time registrant must provide proof of registration with the state (for residential construction), insurance or minimum $1,000 bonding plus business license and a $100 fee. Annual renewals are required.

Permits are valid for six (6) months with the exception of demolition permits which are valid for thirty (30) days.
